it's possible to install Server Core (w/the "desktop experience" component permanently stripped out) and then run something like https://github.com/cairoshell/cairoshell - there's a feature request to get ClassicShell running on Core (https://github.com/Open-Shell/Open-Shell-Menu/issues/44) which would be a great way to get the classic look-and-feel on the modern kernel
